UN Security Council Resolutions on Iraq

Resolutions for 1990
  • 660 (2 August 1990) -- Demands Iraq withdraw from Kuwait
  • 661 (6 August 1990) -- Banned trade. Banned international flights. Froze Iraqi govt. assets abroad. Barred financial transactions w/ Iraq.
  • 662 (9 August 1990) -- Demands Iraq recind purported annexation of Kuwait; Decides such annexation has no legal validity
  • 677 (28 November 1990) -- Mandates UN to take custody of population registation of Kuwait
  • 678 (29 November 1990) -- Authorized UN member states to use force vs. Iraq if it failed to withdraw its troops from Kuwait by January 15, 1991.

  • 687 (3 April 1991) -- Set cease-fire terms. Set up UNSCOM. Specified terms for ending sanctions. [pdf format]
  • 705 (15 August 1991) -- Limits payments by Iraq due to Resolution 687 to 30% of Iraqi petroleum exports.
  • 706 (15 August 1991) -- Oil-for-food program -- Iraq rejected
  • 707 (15 August 1991) -- condemns Iraqi noncompliance, reinforces 687 on inspections [pdf format]
  • 712 (19 September 1991) -- Oil-for-food program -- Iraq rejected
  • 715 (11 October 1991) -- Specifies rules for UNSCOM and IAEA [pdf format]

  • 986 (14 April 1995) -- Oil-for-food program -- Iraq accepted in December 1996

  • 1153 (20 February 1998) -- Extends sanctions a half-year
  • 1210 (24 November 1998) -- Extends sanctions a half-year

  • 1409 (7 May 2002) -- redefines inspection regime, comes close to authorizing war [pdf format]

    Resolutions for 2003

  • 1472 (28 March 2003) -- Calls on invaders of Iraq to comply with international law; calls on humanitarian aid to Iraq; eases sanctions on humanitarian aid to Iraq.
  • 1476 (24 April 2003) -- Maintains provisions of SCR 1472 for 6 weeks
  • 1483 (22 May 2003) -- Recognizes US & UK as occupying powers in Iraq; Does NOT authorize the occupation; ends non-military sanctions; maintains UN control of Iraqi oil proceeds.
  • 1490 (3 July 2003) -- ends demilitarized zone along Kuwait - Iraq border; starts to close down observer mission (UNIKOM)
  • 1500 (14 August 2003) -- Creates UN Assistance Mission for Iraq (UNAMI)
  • 1511 (16 October 2003) -- Authorizes multinational force in Iraq
  • 1518 (24 November 2003) -- continues resolution 1483

    Resolutions for 2004

  • 1538 (21 April 2004) -- Calls upon occupation authority & member states to cooperate into inquiry into the Oil-for-Food program
  • 1546 (8 June 2004) -- Looks forward to end of occupation, endorses plan for Iraqi transition to democracy, but authorizes US troops controlling multinational force in Iraq.
  • 1557 (12 August 2004) -- Continues UN Assistance Mission for Iraq (UNAMI) another year

    Resolutions for 2005

    1637 (8 November 2005) -- Notes multinational force is present at request of Government of Iraq; extends its mandate to end of 2006 unless Iraq requests earlier termination
